authorizing establishment of community dispute resolution centers to           
foster the resolution of disputes between juvenile offenders and their         
victims, and providing immunity from civil suits for members of the            
boards of directors and certain participants in youth courts was               
engrossed, signed by the President and Secretary and returned to the           
House for consideration.
